Qualifying systems are eligible for up-front rebates of $1,000 or more, plus you can finance part of the total cost through low payments as part of your monthly utility bill.

Making a new, energy efficient HVAC system more affordable

A brand-new air conditioning system can be an expensive, up-front cost. The FastTrack program helps make an upgrade more affordable in three ways.

  1. Get rebates of $1,000 or more, depending on which system you choose. And there's no waiting for the rebate; it's factored right into the up-front cost of the system.
  2. Pay only a portion of the cost right away, reducing the immediate initial cost.
  3. Finance the remainder of the expenses by paying monthly through your utility bill.

Your home may qualify for additional upgrades and rebates

Some Missouri homes may qualify for our Whole Home PAYS® program. This program starts with an in-home energy assessment, an evaluation of your home's overall energy efficiency, and a recommendation for upgrades that will make the biggest impact to your home's energy usage. While all Missouri customers are eligible for the FastTrack version, Whole Home PAYS® is an income-based program, so not all homes will qualify.

FastTrack Frequently Asked Questions
About 45 days after installation, you will see a FastTrack charge on your bill. The FastTrack charge includes the balance of the project cost, as well as a 3% service fee. Once the cost of the project is paid off, the charge will no longer be included in your bill. Your contractor will explain the amount of your monthly payment prior to installation. You can choose to pay off the remaining project costs early at any time, and there is no early-payment penalty.
No. When you participate, you are not taking out a loan or line of credit. The program does not require a credit check. It is a simple and easy way to make potentially costly energy-efficient upgrades now, while reducing the up-front costs.

Your contractor will calculate the up-front co-pay cost, as well as the remaining amount to be repaid through your bill. The amount of monthly payment is a calculated estimate based on your previous electric usage and should be close to the cost of the energy savings.

That means that your average annual payments should be about the same as it was prior to installing your new system. However, changes in weather, your usage, or updates to electric rates also affect your total bill amount.

If you are still making payments through your bill, and your new HVAC system stops working at no fault of your own, the program will arrange for repair or replacement at no charge. Repairs needed because of a participant's failure to maintain the system will be paid for by the participant.

Because the program is tied to the house (and not the customer), the next homeowner will be obligated to pay the monthly charge until the cost of the system is paid back in full. Prior to entering an agreement with a potential home buyer, you must provide a copy of the Notice of Tariff Charge from your FastTrack Participant Agreement to the buyer's agent.

Another option is to pay off the remaining costs prior to moving or selling your home.

Yes. However, the mobile home must be on a permanent foundation (including having the trailer hitch permanently removed) and cannot be more than 35 years old.
Before renting or buying this home, ask the landlord or seller to provide you with a copy of the Notice of Tariff charge from their FastTrack Participant Agreement. They are required to provide that to you in advance of your signing an agreement with them. It includes information on the benefits of the program as well as your responsibilities to maintain the energy efficient upgrades and pay the associated fees. The FastTrack program operates on the 80/20 rule - meaning that in order to qualify, the average monthly costs (monthly FastTrack Charge) must be no more than 80% of the initial estimation of average monthly savings resulting from the installation of the high efficiency HVAC. The other 20% of the savings (often more) is seen by the customer as bill savings. If the cost is higher than 80% of savings, participants will have the option to co-pay, meaning pay an up-front amount to bring the remaining cost to the point it meets the 80/20 criteria. The co-pay would still be significantly less than what you would have otherwise paid up-front without the FastTrack program.

There are a few things that will affect the size of your co-pay:

  • A home that uses less energy overall will usually have a higher co-pay, because there is not as much energy savings potential to offset the cost of the upgrade. The reverse is also true. A high-energy-use home will likely see a lower co-pay because they will be saving more energy with the upgrades.
  • The efficiency of the equipment you select will also partly determine the cost, and generally with HVAC systems, the higher the efficiency the higher the cost.
